Resolution in Support of Contra Costa County Fire Service Proposal of Measure X Funding

DPCCC membership approved the following resolution at the August 19, 2021 regular meeting.

WHEREAS the Democratic Party of Contra Costa County supported Measure X in the 2020 General Election which received 58.45% of the Countywide vote; 

WHEREAS a key priority of Measure X was investment in fire and paramedic services to protect residents in emergencies;

THEREFORE BE IT RESOLVED that the Democratic Party of Contra Costa County supports the Contra Costa Fire Service Proposal of Measure X funding which would improve Fire Service Delivery, especially in East and West Contra Costa County, leverage Measure X funds to achieve consolidation of Fire Agencies, where applicable, that would enhance services, improve response times, provide administrative and operational efficiencies, increase services for underserved communities, provide equitable distribution of Measure X Funds, additional firefighters (48) and 5 stations countywide, and;

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County shall communicate this resolution to the Measure X Advisory Committee and the Contra Costa County Board of Supervisors, and to elected officials representing the city, education, special districts, state and federal legislators.

Resolution Recognizing and Commemorating the 76th Anniversary of National Disability Employment Awareness Month, October 2021

DPCCC membership approved the following resolution at the August 19, 2021 regular meeting.

WHEREAS under the Employment First Policy adopted in 2013, the State of California has committed to competitive integrated employment for youth and adults with disabilities as the highest priority for working-age individuals, a significant aspect of anyone’s life and identity, as a framework for Californians with disabilities to achieve financial stability, self-fulfillment, connection with their community, and a way to contribute their talents to build a more inclusive economy and society, when given the opportunity; and

WHEREAS despite the State of California’s best efforts, Californians with disabilities including those with developmental disabilities, continue to suffer disproportionately from high rates of unemployment, untenably low wages, and myriad barriers to screening, interviewing, and hiring as indicated by the 2018 American Community Survey where the employment rate of working-age people with disabilities was 37.5 percent compared to 77.8 percent of working-age people without disabilities as well as data from the Regional Center of the East Bay, serving individuals with developmental disabilities in Alameda and Contra Costa Counties, which reports that only 22% of its working-age adults are currently employed; and 

WHEREAS the Disabilities Caucus of the California Democratic Party, Democratic County Central Committees and Democratic Clubs, which include contributing members with disabilities as well as service providers, advocates and allies of the disabled who use their voices to promote the welfare of the Disability community ensuring that issues affecting it, such as employment disparities, are included in the Democratic Party platform;

NOW THEREFORE, BE IT RESOLVED that the Democratic Party of Contra Costa County recognizes and commemorates the 76th anniversary of National Disability Employment Awareness Month and call upon employers, schools, and community organizations in Contra Costa County to observe October with appropriate programs and activities to advance its important message that people with disabilities add value and talent to our workplaces and communities; and 

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County pledges to work with disability rights members and allies to collaborate with organizations which seek to increase employment opportunities for people with disabilities and take action to promote policies and practices that support the living-wage employment of people with disabilities in integrated settings, and use its platform to educate employers and the public regarding the contributions that people with disabilities, when given the opportunity, can bring to the workplace.

Resolution in Honor of Veterans Day, November 11th, 2021

DPCCC membership approved the following resolution at the August 19, 2021 regular meeting.

WHEREAS, the 11th of November has been chosen as a National Holiday to recognize those who have served in the armed forces of the United States, first as Armistice Day, the anniversary of the end of the First World War on November 11th, 1918, and subsequently as Veterans Day, in recognition of service in all of this nation’s conflicts; and

WHEREAS, there are over 55,000 veterans living in Contra Costa County, and many more people who are the family members of those who have served. These, our fellow citizens, have sacrificed much in the defense of our nation, and the freedoms that we honor. Many have suffered physical and mental harm, and struggle to return fully to the life of peace that they left when their nation and fellow citizens called; and 

WHEREAS, we recognize the achievements of our veterans, in all of their endeavors, and renew our commitment to supporting them and their families. We commit to ensure that no veteran shall lack for the opportunity for affordable housing, employment, education, and health care due to their service to the nation. We shall make sure that their wounds are healed, and they are welcomed back into their communities with honor and respect;

NOW THEREFORE BE IT RESOLVED, that the Democratic Party of Contra Costa County celebrates November 11th, 2021 as “Veterans Day”, and shall spend it in solemn remembrance of those who have sacrificed all in the service of our country, and in grateful recognition of those who have returned to our community, and their families.

Resolution on FemTruth Youth Womxn’s Health Awareness Month – September 2021

DPCCC membership approved the following resolution at the August 19, 2021 regular meeting.

WHEREAS, common womxn’s health diseases have traumatic, life-altering symptoms; and

WHEREAS, these diseases are rated among the 20 most painful according to the United Kingdom’s National Health Service; and

WHEREAS, the “x” in “womxn’s health” represents inclusivity of transgender and nonbinary individuals; and

WHEREAS, womxn’s health diseases impact all races, cultures, and religions; and

WHEREAS, womxn’s health diseases have historically been subject to bias, myths, and misinformation; and

WHEREAS, symptoms of womxn’s health diseases can include, but are not limited to, pelvic pain, organ pain, brain fog, migraines, gastrointestinal symptoms, and fatigue; and

WHEREAS, youth who experience these symptoms are particularly in distress, and are often dismissed, subjected to “medical gaslighting,” or told that they are dramatic, attention-seeking, exaggerating, or hypochondriacs; and

WHEREAS, youth who suffer from these diseases are often incorrectly diagnosed. Common womxn’s health diseases have a delay in diagnosis of an average of 10 years; and

WHEREAS, on average, endometriosis, adenomyosis, polycystic ovary syndrome, premenstrual dysphoric disorder, interstitial cystitis, and uterine fibroids affect the lives of 1 in 10 womxn; and

WHEREAS, womxn’s health diseases are chronic and cyclical, can be debilitating. Flares of these diseases can cause spontaneous disability; and

WHEREAS, many youth have overlapping womxn’s health diseases; and

WHEREAS, womxn’s health diseases are widely dismissed and misunderstood to be “just a bad period” or “hysteria”; and

WHEREAS, if youth who experience painful and debilitating symptoms from this trauma are not believed, it can lead to future fertility complications, as well as social isolation, negative mental health outcomes such as depression, anxiety, and suicidal ideation, and school disruptions, including poor test performance and truancy; and

WHEREAS, not believing youth sets the stage for an inner dialogue of self-doubt and low self-esteem, and can lead to permanent disability and future socioeconomic hardship. How and when youth learn about menstrual health, body literacy, and common womxn’s health diseases impacts future health outcomes and can limit accurate diagnosis and connection to quality care; and

WHEREAS, FemTruth Youth is a movement to provide intentional space, education, self-identity, artistic expression, and wellness empowerment due to the ableism and gender bias in common womxn’s health diseases, including, but not limited to, endometriosis, adenomyosis, polycystic ovary syndrome, premenstrual dysphoric disorder, interstitial cystitis, and uterine fibroids, and the stigmatized and gaslit symptoms related to chronic or cyclical pain and the associated negative mental outcomes of not being believed; and

WHEREAS, early intervention is key to quality of life, family planning, and financial independence. An adult who believes a youth experiencing distress caused by a womxn’s health disease can change the course of that youth’s life;

NOW THEREFORE, BE IT RESOLVED that the Democratic Party of Contra Costa County (DPCCC) recognizes the month of September 2021 as FemTruth Youth Womxn’s Health Awareness Month, and encourages all school officials, leadership, faculty, administration, volunteers, and all other adults interacting with students to listen to and believe the stories of marginalized youth living with stigmatized health trauma, including diseases primarily and more severely affecting girls and people assigned female at birth (AFAB), and to recognize that these diseases contribute to negative mental health outcomes for these youth and have intersectional implications in areas such as education and economic status; and be it further; and

BE IT FURTHER RESOLVED that copies of this resolution will be transmitted to the author for appropriate distribution.

Resolution in Support of H.R. 1/S. 1, the For the People Act

DPCCC membership approved the following resolution at the July 15, 2021 regular meeting.

WHEREAS, on January 6, 2021, insurrectionists stormed the United States Capitol, leading to five deaths, in a violent action powered by The Big Lie of widespread voter fraud in order to allege that the 2020 presidential election was stolen; and

WHEREAS, the right to vote is under assault with an intensity and aggressiveness that analysts explain has not been seen since the end of Reconstruction, with Republican-led state legislatures in a quarter of the states passing laws to shorten windows for early voting, restrict access to mail voting, tighten or impose voter ID requirements, eliminate Election Day registration, reduce the number of polling places available, make it easier to overturn elections, allow greater interference with election administration, and criminalize efforts by election officials to make it easier to vote; overall, over 400 bills have been introduced in the states to curb voting rights, targeting people of color in particular, since the beginning of 2021; and  

WHEREAS, the For the People Act would counteract this threat to our democracy by making it easier to vote in federal elections, protecting and expanding voting rights, creating new campaign finance and ethics rules to curb a small unrepresentative group of mega-donors from being a barrier to diverse candidates, increasing safeguards against foreign election interference, prohibiting extreme partisan gerrymandering;

THEREFORE BE IT RESOLVED that the Democratic Party of Contra Costa County supports the passage of The For the People Act, our next great Civil Rights legislation, and urges all Senate Democrats to support efforts to eliminate or reform the filibuster in order to pass the bill to allow President Biden to sign it into law and prevent an outcome where, without fair voting rules in 2022 and 2024, the consequences could include the permanent loss of democracy for our nation; and

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County shall communicate this resolution to Contra Costa County Democrats, the California Democratic Party, and members of the United States Senate and the United States House of Representatives representing any part of Contra Costa County.

Resolution in Support of Eliminating the United States Senate Filibuster

DPCCC membership approved the following resolution at the July 15, 2021 regular meeting.

WHEREAS, the Constitution’s authors intended legislation to be passed by a simple majority vote, mandating a supermajority vote for only a few specific reasons, with James Madison and Alexander Hamilton arguing for simple majority rule in Federalist Nos. 10, 22, and 58; and

WHEREAS, the filibuster was created unintentionally in 1806 by a rule drafting error with the genesis of its modern version created by slave-owning Senator and Vice President John C. Calhoun to preserve slavery prior to the Civil War before it was subsequently used to block voting rights for Black citizens during Reconstruction, then in the Jim Crow era to deny minorities and, in particular Black citizens, their voting rights, and in recent decades its use has increased to the point where the filibuster is now used to routinely require 60 votes to pass any legislation; and

WHEREAS, that bipartisan majorities of the American people want the 117th Congress to address such matters as the reestablishment of voting rights for all citizens, a livable wage for all American workers, sensible gun legislation, affordable quality healthcare for all, effective greenhouse gas reductions, a commission to investigate the January 6 attack on the U.S. Capitol, and more, requires the abolition of the filibuster because 41 Republican Senators representing just 21 percent of the country can block any bill no matter how popular;

THEREFORE BE IT RESOLVED that the Democratic Party of Contra Costa County declares our support for the immediate elimination of the Senate Filibuster, extends its thanks to U.S. Senator Alex Padilla for stating his commitment to eliminating or reforming the filibuster, and calls upon U.S. Senator Dianne Feinstein to publicly acknowledge that our democracy is in danger and that she will do whatever is necessary to pass urgent legislation through the abolishment or reform of the filibuster; and

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County shall communicate this resolution to Contra Costa County Democrats and members of the United States House of Representatives representing any part of Contra Costa County.

Resolution Regarding Opposition to Mount Diablo Unified School District (MDUSD) School Board Recall

DPCCC membership approved the following resolution at the July 15, 2021 regular meeting.

WHEREAS, each MDUSD School Board Trustee has been duly elected in a proper election; each MDUSD School Board Trustee has faithfully performed the duties of their positions and made decisions and voted in the best interests of students over their term; and  

WHEREAS, the current proposed recall is motivated by anger and is destructive to the body politic; and 

WHEREAS, if the recall is required, the special election process will require the district to spend up to $1.9 Million of district funds on ballots and processing fees; and this frivolous recall will siphon hundreds of thousands from student programs; and this unnecessary recall will absorb management and board attention and effort, which would be better used ensuring the safe, secure and efficient return to in-person learning district wide;

THEREFORE, BE IT RESOLVED that the Democratic Party of Contra Costa County hereby states our firm opposition to the current efforts to recall the MDUSD School Board Trustees.

Resolution on Redistricting: Cities in Contra Costa County Are to Be Undivided

DPCCC membership approved the following resolution at the July 15, 2021 regular meeting.

WHEREAS, the unity of cities is a major contributor to the development of political and social communities of interest in accordance with Democratic values;

THEREFORE BE IT RESOLVED that the Democratic Party of Contra Costa County requests and encourages the Board of Supervisors of Contra Costa County to direct staff and abide by a policy that, in the redistricting of Supervisorial Districts, no city shall be divided, unless there is a prior vote of the City’s Council to accept a division; and

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County will communicate this resolution to elected officials on the Board of Supervisors of Contra Costa County.

Resolution in Support of Senate Bill 2 (Bradford and Atkins), the Kenneth Ross Jr. Police Decertification Act of 2021

DPCCC membership approved the following resolution at the June 17, 2021 regular meeting.

WHEREAS, because police officers, sheriffs’ deputies, and other peace officers hold extraordinary powers to detain, search, arrest, and use force—including deadly force—the state has a correspondingly strong interest in ensuring that peace officers do not abuse their authority; and

WHEREAS, In 2017, 172 Californians were killed by the police, and our state’s police departments have some of the highest rates of killings in the nation, and of the unarmed people California police killed, three out of four were people of color. The nationwide protests that followed the police killing of George Floyd have made clear that Californians want to end police brutality and that our state must create a process to remove abusive police from the streets and protect those who are targeted by police violence; and 

WHEREAS, Senate Bill 2 would create a statewide decertification process to revoke the certification of a peace officer following the conviction of serious crimes or termination from employment due to misconduct, thereby helping to ensure these individuals are held accountable and that California’s standards for law enforcement better reflect community values; 

THEREFORE BE IT RESOLVED that the Democratic Party of Contra Costa County supports the passage of Senate Bill 2 (Bradford and Atkins), as amended on May 20, 2021, and urges the Democratic supermajority in the California State Legislature to pass the legislation and the Democratic Governor to sign the bill into law;

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County shall communicate this resolution to Contra Costa County Democrats, the California Democratic Party, members of the State Senate and State Assembly representing any part of Contra Costa County, members of the Contra Costa County Board of Supervisors, and the Governor of the State of California.

Resolution in Opposition to AB 1139 (Gonzalez), Net Energy Metering

DPCCC membership approved the following resolution at the June 17, 2021 regular meeting.

WHEREAS, rooftop solar is a key part of our transition to renewable energy that is needed to avert climate catastrophe, and the expansion of rooftop solar creates a more resilient grid that is less vulnerable to natural disasters; and 

WHEREAS, net energy metering and other financial incentives have been central to making solar installation affordable and cost-effective for Californians and have helped drive the proliferation of rooftop solar throughout the state; and 

WHEREAS, AB 1139 would make solar unaffordable by imposing monthly fees on solar panel users averaging $70 per household while slashing net metering credits by 80%, which would heavily discourage solar installations, encourage current users to disconnect their panels, and devastate the solar industry in California; 

THEREFORE, BE IT RESOLVED that the Democratic Party of Contra Costa County opposes the passage of Assembly Bill 1139 (Gonzalez), which would reverse our state’s tremendous achievements in rooftop solar, cost numerous solar installers their jobs and businesses, and financially harm existing solar customers.

BE IT FURTHER RESOLVED that the Democratic Party of Contra Costa County shall submit its OPPOSE position to the California State Legislature for inclusion in the bill analysis as an opposing organization, and shall communicate its opposition to this bill to the California Democratic Party and members of the State Senate and State Assembly representing any part of Contra Costa County and the Governor of the State of California, urging the Democratic supermajority in the California State Legislature not to pass this legislation and the Democratic Governor to veto this bill if it should reach his desk.
